Our team is headed by our director, David Haines, who is ably supported by other experienced senior planners.
Our company maintains excellent relationships with a wide range of specialist resource management sub-consultants throughout New Zealand. Project teams are formed by our company, having regard to client relationships, location and skill sets of sub-consultants. As such, our company is able to assemble the best team for each project on which it is engaged.

We structure our project work around a buddy system, to provide a high level of service to our clients and to create a collegial working environment. Owing to the nature of our project work, our team members experience high levels of career satisfaction. Each team member is able to take projects from their initial conception through to completion. Considerable pleasure is gained from being part of the development of landmark projects around different parts of New Zealand and seeing these projects brought to fruition.
Our company is currently a medium-sized practice employing full time, experienced, planning professionals, a full-time office manager and support personnel. Team members typically have multiple degree qualifications and have significant experience of working internationally within the planning profession. All our team members have planning backgrounds in local government and private sector consultancy.
Meet our team
David Haines | Director
David Haines is a Chartered Water and Environmental Manager and Chartered Town Planner with over 30 years experience in resource management and town planning. He has worked in both central and local government agencies in New Zealand and has practised as a consultant planner and environmental manager for the past 25 years throughout New Zealand, England, Wales and Fiji.
David is an elected Fellow of the NZ Planning Institute, being only one of few such planners in New Zealand to be afforded this status. This acknowledgement recognises his distinguished long service and noteworthy contributions to the planning profession, particularly services to the business community, planning education and mentoring of younger planners.
David combines his environmental and planning backgrounds to assist clients in the formulation of development projects that are responsive to both market requirements and meet modern day standards for environmentally responsible development. His project management experience is applied when leading teams of technical specialists on large scale projects.
Depending on project specifications, David advises clients on the establishment of carefully selected project teams to ensure the best possible specialist advice is given. He also provides planning appraisals of developments and due diligence reporting to assist clients with investment, planning risk and timing decisions.

Cameron Browne | Consultant Planner
Cameron Browne is a resource planner with three years planning experience within the Auckland Council resource consents team. Joining the North-West Resource Consents Team during the implementation phase of the Auckland Unitary Plan, he has been predominantly involved in heritage and special character buildings, subdivision, multi-unit residential development and town centre retail applications.
Cameron has in-depth understanding of the Auckland Unitary Plan and the resource consent process. His experience in managing different projects and specialists provides him with good communication skills and the ability to respond to the needs of clients and related professionals.
Michael Treacy | Associate
Michael is a project planner with more than nine years of planning experience. He has a Bachelor of Planning degree from the University of Auckland with First Class Honours. Since graduating he worked for the North West Resource Consents Department at Auckland Council for seven years, progressing to Senior Planner, a position he held for three years. During this time Michael processed a variety of resource consents in predominantly an urban setting, including high rise apartments, medium density housing developments, and commercial activities.
Michael has been with Haines Planning for over two years, providing due diligence advice to clients on site acquisition, development feasibility and policy matters at locations throughout Auckland and New Zealand; and preparing resource consent applications for developments across the residential, commercial, and industrial sectors.
Michael is highly regarded by Council staff and applicants for his in-depth and extensive knowledge of the Auckland Unitary Plan and his ability to project manage a wide variety of specialists when formulating and assessing development proposals.
Michael prides himself on good communication and collaboration, with an eye for detail, and always strives to achieve excellent outcomes for clients.
